Professional competence
A requirement for standard licences. The operator must hold, or nominate someone who holds, a Transport Manager CPC or equivalent qualification, and that person manages the transport operations continuously and effectively.

Official wording
GOV.UK says the requirement "can be satisfied by the operator holding a Certificate of Professional Competence in road haulage operations or equivalent qualification. Alternatively, an operator may nominate an employee or contractor who holds such a qualification" (goods vehicle operator licensing guide). That person is the transport manager.
The guide gives three ways to prove it: a Transport Manager CPC, an alternative qualification through an exemption certificate, or an "'Acquired Rights' certificate issued since 2011". A CPC for national operations only can be nominated on a standard national licence, not a standard international one.
How it shows up on a licence record
Every standard licence needs it. In the DVSA operator licence data, file dated 7 September 2026, 23,553 goods licences were standard national and 9,726 were standard international. Each one must have a professionally competent person nominated. GOV.UK's own search service and the Applications and Decisions bulletins may show the transport manager's name.
A common misunderstanding
Holding the certificate once is not the end of it. The commissioners' summary says that if a person has not been on a licence for 5 years, or the CPC is more than 10 years old, "evidence of continuous professional development (CPD) should be provided" (Statutory Document Summaries). Losing the transport manager does not stop the requirement either. A period of grace is possible but "Traffic commissioners are not obliged to grant a period of grace."
What a buyer or operator should do
