Nominated transport manager
The transport manager named on a standard licence as its professionally competent person. The operator nominates them in the application, and any change must be reported to the traffic commissioner within 28 days.
Official wording
GOV.UK says "A professionally competent person (generally known as the 'transport manager') must be nominated on a standard licence (national or international). There is no requirement to nominate a transport manager on a restricted licence" (goods vehicle operator licensing guide). PSV applicants for a standard licence are "asked to nominate a transport manager as part of your application" (PSV operator licences).
The nominee can be internal (an employee, director or owner) or external (contracted). Either way they need "a genuine link to the operator" (Statutory Document Summaries).
How it shows up
The Applications and Decisions bulletins name the transport manager on new applications and changes, and DVSA's open data file has a transport manager column for each licence. Transport managers can also face their own public inquiries, listed in Section 5.3 of Applications and Decisions. In the DVSA operator licence data, file dated 7 September 2026, 23,553 standard national and 9,726 standard international goods licences each needed a nominated transport manager.
A common misunderstanding
Nomination is not a box-ticking step. The summary says "The operator must ensure the transport manager is actively fulfilling their statutory duties", and the hours declared must be realistic for the fleet size. When a transport manager leaves, the licence does not carry on as normal. The operator may ask for a period of grace of "Up to 6 months (or 9 months in cases of death or physical incapacity)", and the new nominee must be granted before it ends "or the licence may be revoked".
What a buyer or operator should do
Operators must report a change of transport manager within 28 days. Buyers who rely on a standard-licence haulier should watch for changes: monitoring sends weekly change alerts for the hauliers you use.
