Specified vehicle
A vehicle recorded by registration number on an operator licence, within the number authorised. Each one gets an identity disc, and a goods vehicle must not be used until its disc is displayed.

Official wording
GOV.UK says "Additional vehicles can be specified on a licence at any time by recording their registration number on the vehicle operator licence system. If you do not have a margin this must be done immediately. If you do have a margin this must be done within one month of the vehicle coming into your possession" (goods vehicle operator licensing guide). "Adding or removing vehicles does not incur a charge."
The commissioners' summary adds that vehicles must be in the operator's legal possession, and that "regularly swapping vehicles on and off the licence, can affect compliance" (Statutory Document Summaries).
How it shows up on a licence record
The register gives a count of vehicles specified next to the number authorised. The registrations themselves are not in the open data. In the DVSA operator licence data, file dated 7 September 2026, goods licences had 376,873 vehicles specified against 603,028 authorised. 64.3% of goods licences had fewer vehicles specified than authorised.
A common misunderstanding
Specified and authorised are different numbers. Authorised is the ceiling. Specified is the vehicles actually on the licence today, and the gap is the margin. Regulatory action can also follow the vehicle: when a licence is suspended, the commissioner may order that a specified vehicle "may not be used under any other operator's licence" (s.26(6)).
What a buyer or operator should do
Operators should keep the VOL list current. GOV.UK warns that not removing vehicles promptly, "such as removing vehicles that were hired, this can impact your repute as a transport manager". Buyers can ask a haulier for the registration and check the identity disc in the windscreen. Run a free operator licence check for the counts, and read vehicles on an operator licence.
