Operating centre advert

The notice a heavy goods vehicle licence applicant must place in a local newspaper covering the proposed operating centre. It must appear between 21 days before and 21 days after the application is submitted.

Also called: OC advert, newspaper advert, public notice.

Official wording

GOV.UK says "An applicant for a heavy goods vehicle licence must advertise the application in a local newspaper that circulates in the locality of the proposed operating centre" (goods vehicle operator licensing guide). Its worked example: "an application received on 1 June must be advertised between 11 May and 22 June". The commissioners' summary says the advert must include "the operator's address, the site address, the number of vehicles and trailers, and instructions for making objections" (Statutory Document Summaries).

The paper must carry stories as well as adverts: "free sheets will not be accepted" (Apply for a vehicle operator licence).

When no advert is needed

Light goods vehicle licences and PSV licences need no advert. Neither does an upgrade from restricted to standard, or a Schedule 4 transfer of an existing site.

How it shows up

The advert starts the clock for neighbours. They have 21 days from the advert to send an environmental representation. Each site needs its own advert, and GOV.UK warns that several centres may mean several newspapers. In the DVSA operator licence data, file dated 7 September 2026, 13,252 licences had more than one operating centre.

A common misunderstanding

An advert outside the window is "out of time". The applicant must advertise again, and "You'll need to pay for a new advert if you apply again" (Apply for a vehicle operator licence). The vehicle and trailer numbers in the advert must also match the application on VOL.
