Haulier
A business that carries goods by road for other people for hire or reward. In Great Britain a haulier using vehicles over 3.5 tonnes needs a standard operator licence, because a restricted licence covers own goods only.

What the law says
Retained EU law describes road haulage as "the activity of any undertaking transporting goods for hire or reward by means either of motor vehicles or combinations of vehicles" (Regulation (EC) No 1071/2009, Article 2). The Goods Vehicles (Licensing of Operators) Act 1995 then decides which licence covers that work. A restricted licence holder who carries goods for hire or reward commits an offence (s.3(6)). So a haulier needs a standard national or standard international licence.
How a haulier shows up on the register
A licence record shows the holder's name, licence type, status, vehicles and trailers authorised, and operating centres. The licence type tells you whether the business may carry other people's goods at all. In the DVSA operator licence data, file dated 7 September 2026, 23,553 goods licences were standard national and 9,726 were standard international. Another 30,757 were restricted, which covers the holder's own goods only.
A common misunderstanding
It is easy to assume that any lorry firm with an operator licence can haul their freight. It cannot if the licence is restricted. GOV.UK gives three tests for when a standard licence is likely, starting with "is the transport of the goods a predominant part of the service provided?" (goods vehicle operator licensing guide).
What to do before you book a haulier
Check three things: the licence type is standard, the status is valid, and the operating centre matches where the firm says it is based.
