A way to move an operating centre from one heavy goods vehicle licence to another without advertising, on the same terms, with the same vehicle and trailer numbers, conditions and undertakings. Approval is at the traffic commissioner's discretion.

Also called: Schedule 4, operating centre transfer.

## Official wording

Schedule 4 to the 1995 Act is headed "Transfer of operating centres" ([legislation.gov.uk](https://www.legislation.gov.uk/ukpga/1995/23/schedule/4)). GOV.UK sets the terms: the other operator "is giving up use of that operating centre", and the new holder will use it "on the same terms as the existing licence holder (i.e. the same number of vehicles/trailers and any conditions or undertakings attached to the site)" ([goods vehicle operator licensing guide](https://www.gov.uk/guidance/goods-vehicle-operator-licensing-guide)). Conditions move with the site, and "any undertakings must be repeated by the new operator".

The commissioner must still consider "whether any new adverse effects on environmental conditions are likely to arise" (Schedule 4, para 1(6)). A site with a history of complaints may be refused and sent back for advertising ([Statutory Document Summaries](https://www.gov.uk/guidance/senior-traffic-commissioner-statutory-document-summaries)).

## How it shows up in Applications and Decisions

Section 3 of every bulletin is "Schedule 4 Applications", split into new applications, variation applications and other Schedule 4 approvals. The bulletin notes: "Legislation prevents any statutory objection against the Schedule 4 element of an application." In the DVSA operator licence data, file dated 7 September 2026, 13,252 licences had more than one operating centre.

## A common misunderstanding

Schedule 4 moves a site, not a licence. "Goods vehicle operators' licences are not transferable", and a new legal entity needs its own licence before it operates (goods vehicle operator licensing guide). When a haulage business changes hands, a Schedule 4 entry can show the yard moving to the new entity's licence.
